PROGRAM SUMMARY:

Project HOPE is seeking a Medical Team Lead to support the programmatic needs of our Haiti portfolio. The primary responsibility of the Medical Team Lead is to support the implementation of services under a BHA-funded program in Haiti to support cholera response and protection needs. The program, focused in the Health, WASH sectors, and Protection sectors, will support Cholera Treatment Centers and Cholera Treatment Units attached to Primary Healthcare Centers (PHC)s and Hospitals in targeted sites and their catchment areas, in addition to WASH interventions and community health outreach activities for Health, WASH, and Protection sectors. The initial program duration is anticipated to be 1 year, with possibility for extension as funding and program priorities allow.

POSITION SUMMARY:

The Medical Technical Lead is primarily responsible for the vision, strategy and technical oversight of the program, including technical design, implementation and management of the health programs at the country level. S/he will work in collaboration with the Project HOPE’s senior management team and health teams in the field to deliver high-quality health services to the targeted beneficiaries. The Medical Technical Lead will make frequent visits to field sites to ensure the highest standards of service delivery. S/he will continually monitor service delivery and quality, ensure that all staff are appropriately trained and well-supported, and pharmaceuticals and other medical supplies are properly managed. The Medical Technical Lead will represent Project HOPE in the national Health Cluster, Health Forum and other technical working groups and coordination mechanisms.

PRINCIPAL RESPONSIBILITIES:

Technical Monitoring and Program Quality

Work closely with the Team Lead, Country Director, Senior Management and other departments to ensure smooth running of health programs and provide technical supervision of, and technical support to, health programming activities.
Ensure activities are consistent with established best practices, specifically for cholera prevention and outbreak response, acceptable international (WHO/SPHERE/UNICEF) guidelines, and relevant national standards,
Ensure health programs utilize appropriate minimum standards, standardized protocols, and policies and guidelines according to the Ministry of Health,WHO, and UNICEF.
Continually monitor and provide quality assurance for health program activities, ensure appropriate clinical protocols are being followed, investigate any deviance from expected clinical and program outcomes, and stay up-to-date on recommended cholera prevention/response practices and protocols
Oversee the collection and timely reporting of data and statistics for all health programs (including objectives, indicators and outcomes of health programs) according to internal and donor requirements.
Review monthly field and donor reports and ensure appropriate follow up and decision making on data relevant to the health programs.
Where feasible, work with government health authorities and international agencies such as WHO to ensure implementation, and compliance with, standardized national health information systems and cholera outbreak surveillance
Work with field teams, partner agencies and national health authorities for outbreak preparedness and contingency planning.
Ensure timely and adequate provision of supplies and drugs through review of pharmacy consumption reports, national drug protocols, program budgets, acquisition of partner agency and UN drug kits, and health information materials.
Ensure all stakeholders, including senior management team, Project HOPE HQ staff, and donors are provided with timely and regular updates, following the established reporting structures.
Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within Project HOPE and amongst beneficiaries..
Adhere to the Code of Conduct, maintain Humanitarian Principles and respect International Humanitarian Lawat all times.

Program Development:

Work with senior management team, field teams, and Project Hope HQ in strategic planning for future health programs.
Work with the program coordinator and management team to draft concepts for future funding following the protocols and formats of each relevant donor.
Provide technical input during proposal development and technical reviews to improve the quality of the final proposals.
Strive to ensure different health related sectors (Mental health, WASH, Nutrition, and GBV) are integrated into proposed programs.

Coordination:

Represent the organization to UN, health cluster, international and national NGOs and Ministry of Health at health coordination meetings, as well as meetings which are relevant to country programs and enhance the organizations visibility (i.e. task force meetings, assessment missions, technical coordination meetings, UN coordination meetings, INGO coordination meetings).
Serve as the principal liaison with local health authorities such as Ministry of Health on matters related to the program to ensure programmatic accountability.
Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors.
Work closely with the health program staff to ensure strong workplace relationships through supportive and respectful mentorship.
Ensure program progress through communication with Country Director, Senior Management Team, and Logistics and Finance departments to ensure coordination of programs supplies are consistent with management of budgets, including budget forecasting and development of spending plans.
Work closely with the Project HOPE technical staff to ensure up to date medical knowledge and skills relevant to the program are appropriately transferred to all field staff

Administration/Training:

Lead the selection process for qualified program health staff.
Lead and coordinate training, as relevant to the program and staff roles, in cholera prevention and response activities
Maintain open lines of communications with all field staff.
Train senior national staff to increase their responsibilities in order to build capacity and ensure sustainability of programs.
Support direct supervisors in ensuring staff performance evaluations and professional development plans are in place.
Overseeing trainings of all national healthcare staff, including national doctors, non-physician clinicians, nurses, midwives and other technical staff to ensure that the provided trainings are of acceptable quality and address the identified needs and to ensure sustainability of programs.
Collaborate with national health authorities and relevant international health agencies for the delivery of an approved curriculum to meet training needs and implement those plans through the management team and field teams.

MINIMUM QUALIFICATIONS:

Minimum medical degree; preferably with a Master’s in Public Health.
Fluency in French and English
Minimum 5 years’ experience in overseas programs (preferably developing country or low-resource setting with an NGO) at the Manager level or higher relating to primary health care; (and secondary health care in specific missions), maternal and child health, reproductive health, HIV/AIDS, communicable diseases or equivalent combination of education and experience.
Experience implementing health programs related to cholera prevention and response
Ability to assume non-medical responsibilities from time to time to cover for other team members
Skills and knowledge in program sustainability and capacity building, public-private partnerships and project monitoring and evaluation (both quantitative and qualitative methods)
Must have previous experience with donors such as BHA, ECHO, DFID, EC, UNHCR, UNFPA, UNICEF, etc.
Must have excellent communications skills, both oral and written
Must have excellent self-motivation skills and be able to relate to and motivate staff effectively.
Experience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGO’s; the ability to work with a broad spectrum of people
Ability to exercise sound judgment and make decisions independently
Extremely flexible, and have the ability to cope with stressful situations, frustrations and work with limited resources.
Proven capabilities in leadership, negotiation, interpersonal and organization skills
